Governors Oppose Restrictions HEA Reauthorization Would Impose

Governors are accusing Congress of going too far in a new higher-education bill that tells states how much money they must spend on their public colleges. At issue is legislation, likely to face a House vote early next year, that would reauthorize the Higher Education Act. Lawmakers, concerned about the ballooning cost of higher education, have included several reforms in the bill, including MOE (Maintenance of Effort), which would prohibit a state from reducing the total annual funding for its public colleges and universities to a level below the average amount it provided to them during the past five academic years.
