The steady stream of tuition increases raises the question: Can't colleges rein in their spending? Rising prices have propelled a myth that public colleges and universities are not demonstrating sufficient fiscal stewardship of student tuition and public tax dollars. In reality, overall institutional spending has increased, but when factoring in enrollment growth, the per-student increase has been negligible.
