Officials at tax-supported universities are fumbling as they plan the next school year. Some have frozen tuition for the entire academic year while others have held off acting until the General Assembly decides how much money to give them in the next two-year state budget. Other state universities are wondering whether they made the right decision earlier to freeze tuition for all or part of the 2009-10 school year in the belief that the General Assembly would provide them with more money — money that might not come now.
