Tuition hikes at New Jersey's public four-year colleges will be no higher than 8 percent this fall, thanks to a last-minute provision slipped into the state budget. State colleges and universities, which had been threatening double-digit increases, will lose their state funding if they go above the cap written into the state's $30.8 billion spending plan which drastically reduced IHE funding. Without extra tuition money to help cover some of the losses, the colleges are expected to use layoffs, canceled classes and program cuts to stay out of the red.
